TL;DR
Flying drones at night still requires a waiver in certain circumstances. Never hire a company who does not have this waiver.
What is a 107.35 Waiver?
Direct Answer: Permission for "Operation of Multiple Small Unmanned Aircraft."
By default, the FAA says "One Pilot, One Drone." To fly 200 drones with one pilot, the company must have this specific waiver.
Can you fly over people?
Direct Answer: No, for safety drones can not be flown over people.
Most drone shows do not fly directly over people for safety. We fly next to the crowd.
